President Luthor created among others things an agency  of "metahumans" chasers, and super heroes were explicitly tracked as public enemies during his mandate. Main while, the compulsory identification led to secret wars against heroes. When President Luthor was sent to jail, the mess ended and super heroes could keep their civilian identity secret again under the condition their kids would be especially looked after, in a special school. Francine Xavier, present day headmistress of Xavier institute, extended the concept to not only mutants children but also any metahuman, or human with a hero training kids-good or bad.

I think of a new strip, so I "introduce" everyone before.

 Lena is named after Lex real daughter, or younger sister, depending on the writer. (Tess Mercer in Smallville was inspired by her) Like Apple White was curiously not born with raven hair, Lena was born with, well...hair. Probably due to being female.  And it's red like her genetics wants it to be anyway, even if it's mixed with blond. Her mother is officially unknown but, although Lex was married 8 times,   I thought by a female sidekick like Mrs Tessmacher or Mercy Graves (hence the blond streaks.)  .
Of course, the whole jewelry is emerald, I doubt she could go with lethal crystal on her in school -and she don't want it anyway.

Edit: At first her Legacy Day outfit was of a mad scientist's, (her father's occupation during Golden and Silver age) but nowadays Lex Luthor is more famous for being a corrupted corporate executive and a president evil. In that case he wore a white suit. Thus her daughter wear a white costume here too. The necklace changed a bit since the previous strip, and there are parts of her exoskeleton pink and blue instead of violet and green of her father. Of course, hers isn't fueled with kryptonit so it have some malfunctions. It also foreshadow daddy's mechanical hand, when he was forced to amputate the original, infected by his kryptonit ring.

The "civilian" costume is how "Xavier institute for geniuses" uniform is supposed to look like. It don't change much in casual, but the school girl uniform is the closest thing to the suit she could wear.

Wayne tech and Queen industries are societies of the two billionaires heroes - Batman and Green Arrow. In Smallville, after the Luthor demise, their money was also transfered to Queen industries.

Smallville was right on the point of Lex and Clark being childhood friends, they were also this in Superboy.

Lena knows she sort of follow the trend with Laura, but hope it will turn differently for them. Since she was 7, she was sent with others supervillains children in a boarding school for juvenile delinquents before entering Hero High.  But during vacations, the Kent wisely let her go to their home hoping showing kindness to her would prevent Lena to turn like her father. And it worked.

Because she can't act near Laura like they were once close, Lena usually teams up with the now named Joker's daughter, Joanna.
Their fathers were a kind of inverted world's finest, so they do. Usually, nobody can tell which of the two was the world biggest bad guy of comics universe.

Like Raven Queen, Lena is the local big bad daughter who is also  the nicest person on earth-unfortunately.
